Increased rental compensation for orphans
On 26 November, 2025, Pskov Governor Vedernikov announced that the monthly housing rental compensation for orphans waiting in the housing queue will be doubled from 6 to 12 thousand rubles ( from 76 to 152 USD) in Pskov, Velikie Luki, and the villages of Borisovichi, Rodina, Piskovichi, Khotitsy, and Portyannikovo in the Pskov District. In other municipalities of the Pskov Region the allocation will be increased from 3 to 6 thousand rubles (from 38 to 76 USD).
In an added leniency, compensation for rent paid can now be received anywhere across the region and not only in the district or city to which the applicant has applied for housing. For example, if a person is in the housing queue in Pskov but currently lives in Velikie Luki, he or she can now receive compensation in Velikie Luki.
The Government Resolution of the Pskov Region which incorporates these changes has already been signed into law.
Governor requests legislature scrub rent support age limits
Of no less import is Vedernikov’s request, made to the regional legislature in the same document, that age limits for rent support be abolished:
“In addition, I will submit to the Pskov Regional Assembly of Deputies a draft law expanding the circle of persons from among orphaned children who are entitled to receive rental compensation. Previously, to receive compensation, a citizen had to submit an application before the age of 23; now we propose the removal of said age restriction and pay rent based on any application, until housing is provided. I am counting on deputies’ support in this matter and am confident that the Regional Assembly will approve the proposal. The issue of providing housing for orphaned children is a difficult one for our region, but it is a priority and remains under constant control,” writes Vedernikov.
